Why Florida costs what it costs

Three Florida-specific forces sit under every number in this table. First, the Florida Building Code wind requirements: most of this region sits in a wind-borne debris zone, so roofs must meet 150โ€“170 mph design standards with sealed decks and rated fasteners. Second, SB 4-D and the 25% rule: replacing more than 25% of a roof generally triggers full code compliance, which pushes many repair jobs into full replacements. Third, insurance economics: a wind-mitigation inspection (form OIR-B1-1802) after a code-compliant replacement routinely earns premium discounts that offset part of the project cost.

Methodology

Figures are compiled from 112+ published sources gathered per city โ€” local contractor price pages and promotions, county building department permit schedules, and Florida Building Code documentation โ€” then normalized to whole-project ranges for single-family residential replacement. Medians are the midpoint of per-city published medians, not averages, to resist outlier skew. Cities without at least three distinct, credible local data points are excluded rather than estimated.
